Azure Active Directory Users and Groups

To manage users and groups in Azure Active Directory, select Active Directory in portal.azure.com:

To add a new group, select Users and Groups->All Groups->Add:

Enter a group name and click Create:

To add new users, select All Users->Add:

Enter in details and click Create:

You will then be able to manage the user:
